No rule published by 7 October 2026 requires international school students to sit SPM Bahasa Melayu and Sejarah. Malaysia's public universities still need both: UPU's 2026/27 entry rules ask every A Level and IB applicant for an SPM credit in Bahasa Melayu and a pass in Sejarah.[1] A student who sits SPM for the first time as a private candidate must also register six core subjects, not only those two.[2]

This year's statements made the rules look murkier than they are. In January the Prime Minister said every Malaysian student, international schools included, must sit the two SPM papers. Two days later the Ministry of Education said those students must study the subjects but may choose whether to sit SPM. In May the Higher Education Minister said SPM is still compulsory for anyone entering a public university. None of the three came with a circular or a start date.

This guide lays the statements out with their dates and sets out what each goal needs today. It then walks through sitting SPM as a private candidate, with Lembaga Peperiksaan's 2026 dates and fees.

Do international school students have to sit SPM BM and Sejarah?

Not under any rule published so far. The statements below answer slightly different questions, which is why they seem to clash.

20 January: the Prime Minister says every student must sit both papers

Launching the National Education Plan (RPN) 2026-2035, Prime Minister Anwar Ibrahim said international, religious and UEC-stream schools must all offer Bahasa Melayu and Sejarah for SPM. Malaysian children in international schools, he said, "without exception must sit for the SPM Bahasa Melayu and Malaysian History".[3] He gave no start date.

The next day, Deputy Education Minister Wong Kah Woh pointed out the catch: under existing rules, anyone sitting SPM, private candidates included, registers at least six compulsory subjects, and a candidate must pass Bahasa Melayu and Sejarah to receive the certificate. The ministry would study letting candidates sit only those two papers, he said.[4]

22 January: the Ministry of Education says study both, SPM optional

The ministry's own position was narrower. The Director-General of Education, Mohd Azam Ahmad, said Malaysian students in private and international schools, including those following other exam systems, must study Bahasa Melayu and Sejarah under the national curriculum, taught in class under ministry supervision. Whether they then sit SPM is their own choice, he said, and it is not compulsory.[5]

On 9 February, Higher Education Minister Zambry Abd Kadir told the Dewan Rakyat that both ministries were still working through assessment, examinations and quality monitoring for international, religious, tahfiz and Chinese independent schools, and that the Ministry of Education would announce the official decision.[6]

15 May: the Higher Education Minister says SPM stays compulsory for public universities

By May the Cabinet had opened a narrow route into public universities. On 14 May the Higher Education Ministry said leavers from tahfiz, private and Chinese independent schools who take Lembaga Peperiksaan's Bahasa Melayu and Sejarah papers may be considered for selected programmes. The programmes it names as examples are in Islamic studies for tahfiz leavers and Chinese language and studies for UEC leavers, and leavers from these schools who also hold a full SPM can still apply for any programme through UPU.[7] The next day, the Director-General of Higher Education, Azlinda Azman, said the minimum is a credit in Bahasa Melayu and a pass in Sejarah, with applications opening at the universities on 30 June 2026 and through UPU from 2027.[8]

Zambry spoke the same day. Whether a student comes from an international school, a Chinese independent school or a religious school outside the national curriculum, entry to a public university still runs through SPM: "SPM itu tetap wajib" (SPM remains compulsory).[9] At the national Teachers' Day event on 16 May, the Prime Minister said international school students would be held to the same Bahasa Melayu and Sejarah condition for a university place, and left the follow-up to the Ministry of Education.[10]

What has been published as of 7 October 2026?

Nothing that changes the rules for an international school family. Up to 7 October 2026 we found no circular, guideline or start date that makes international school students sit SPM Bahasa Melayu and Sejarah, and no schedule for the in-class modules the Ministry of Education described in January.

Lembaga Peperiksaan has not changed its side either. Its 2026 registration letter still requires first-time private candidates to register six core subjects, and the ministry has not announced the outcome of its study of a Bahasa Melayu and Sejarah only option. The route into selected programmes that the Higher Education Ministry announced in May has Cabinet approval, but none of the programmes listed so far is aimed at international school leavers.

What each goal needs in 2026

The answer depends on where the student is heading. The table sums up the rules in force; the notes below give the detail and the source for each.

Public universities through UPU

UPU's 2026/27 circular for STPM and equivalent applicants covers A Level (category F1), the IB Diploma (F2) and AUSMAT, SAM and Canadian pre-university (F7). It asks for three things: an SPM certificate with a credit in Bahasa Melayu and a pass in Sejarah, the pre-university qualification itself, and an English result. MUET Band 1.0 is the default, and F1, F2 and F7 applicants may use IELTS, TOEFL, PTE, Cambridge English or an ELS level instead, subject to programme and Senate rules. A Bahasa Melayu credit from SPM Ulangan counts.

In SPM terms, a credit is grade C or better and a pass is grade E or better.[11] The route is for Malaysian citizens, covers 20 public universities and takes students in September and October only. In 2026 applications ran in two phases, from 29 January to 23 March and from 13 April to 15 May, and applicants uploaded their SPM certificate with the form. An IGCSE Malay grade does not meet the rule: the circular names SPM, or SPMU for Bahasa Melayu, and nothing else.

Students who want a public university's Asasi or diploma straight after school go through UPU's SPM-leaver route instead, which needs a full SPM: at least five credits including Bahasa Melayu for Asasi, or three for a diploma, plus a pass in Sejarah.[12]

The civil service

The Public Services Commission (SPA) asks every candidate for appointment to hold "Kepujian (sekurang-kurangnya Gred C)", a credit at grade C or better, in Bahasa Melayu at SPM or SVM level, or a qualification the government recognises as equivalent. Posts that recruit at SPM level also need two credits, including Bahasa Melayu, and four passes, in one sitting or across two sittings within three consecutive years.[13] SPA's page does not say which qualifications count as equivalent, so an SPM credit is the safe route for anyone who may want a government job later.

Private universities and study abroad

Private universities and colleges in Malaysia follow the Malaysian Qualifications Agency's programme standards, which accept O Level in place of SPM. The MQA foundation standard, as one private university sets it out, asks for credits in five SPM subjects or a C or better in five O Level subjects, and an A Level holder entering a degree needs credits in five subjects "at the O level or its equivalent".[14] College A Level programmes say the same: Sunway College asks for five credits at SPM, O Level or an equivalent.[15] Universities abroad set their own entry rules around A Level, IB or foundation results, and the UPU and SPA rules above do not apply to them.

SPM can still matter later. A student who may want a government scholarship, a public university place or a civil service job runs back into the SPM rules, so SPM is worth weighing even when the first plan is a private or overseas degree.

Which scholarships need SPM, and which accept IGCSE?

Most of the big awards for school leavers are built around SPM. The table shows the terms each provider published for its 2026 round; check the provider's page before applying, because terms change every year.

JPA's national scholarship states that a first SPM sitting "di mana-mana sekolah menengah atau calon-calon persendirian" qualifies, so an international school student who sits the full SPM privately and scores 8A+ or 9A+ in the listed subjects can apply.[16] PETRONAS took only SPM 2025 candidates in 2026.[17] Bank Negara's pre-university award asks for SPM results, while its undergraduate award accepts "other recognised secondary examinations" but still names Bahasa Melayu.[18] Khazanah Global is the clear exception: it takes 8As at IGCSE, and its A or A+ requirement in Bahasa Melayu, English, History and Mathematics applies "only for SPM".[19]

How to sit SPM as a private candidate

Lembaga Peperiksaan (LP) runs SPM for school and private candidates through one online system, SPPAT. Everything below comes from LP's 2026 registration letter. LP has not issued its letter for 2027 yet; the 2026 one came out in January 2026.

Ask your school first. A private school registered with the Ministry of Education can enter its own students as school candidates (category D in LP's letter), at the same fees as private candidates. If yours does not, you register yourself.

Who can register

A first-time private candidate must be at least 16 on 1 January of the year they register, so a student born in 2010 can first sit SPM in 2027. Repeat candidates, who have sat SPM before, have no age limit. Private candidates are not rare: 23,719 registered for SPM 2025 this way, 5.74% of all candidates.

The six core subjects you must register

LP's wording is plain: a private candidate registering for SPM for the first time "hendaklah mendaftar enam (6) mata pelajaran teras", namely Bahasa Melayu, Bahasa Inggeris, Pendidikan Islam or Pendidikan Moral, Sejarah, Matematik and Sains. Two rules adjust the list. Muslim candidates must take Pendidikan Islam, which includes a 10-minute oral test of Quran recitation, memorisation and hadith reading; others take Pendidikan Moral. And Sains cannot be registered alongside any two of Fizik, Kimia and Biologi, so a candidate taking two pure sciences drops Sains. Electives can be added on top.

You do not have to pass all six. To receive the SPM certificate, LP's rule since 2013 is a pass in Bahasa Melayu and Sejarah,[20] but every grade appears on the certificate, and universities and scholarship panels read them all. Bahasa Melayu and English each include a speaking test and a listening test, which private candidates sit too; our guide to the SPM speaking tests explains how both speaking tests run.

Registration dates, fees and channel

In 2026, private candidates registered on SPPAT from 1 March to 30 April. Late registration ran from 1 to 15 May for an extra RM150.00. Correcting personal details or subjects cost RM30.00 until 22 May, and moving to another exam centre cost RM25.00 between 1 April and 22 May. Fees are paid online by FPX, and LP does not refund them if you cancel after registering. The 2027 window has not been announced.

Where you sit the papers and how results arrive

Each private candidate is placed at an exam centre. Your registration statement, the Pernyataan Pendaftaran Peperiksaan (PPP), is printed from SPPAT once LP releases it, and you bring it with your identity card to the centre. Results come through the state education department (JPN) where you registered, and online at myresultspm.moe.gov.my, and the certificate is collected from the same JPN. SPM or SPM Ulangan: which one can you take?

SPM Ulangan (SPMU) can look like a quick way to get Bahasa Melayu and Sejarah. It is open only to people who have already sat SPM.

So the order is fixed: sit the full SPM once, then, if Bahasa Melayu falls short of a credit, take SPMU the following July. In 2026, 12,974 candidates registered to sit SPMU at 188 centres on 14 to 16 July.[21] After a first sitting, you can also register for the next full SPM as a repeat candidate, and LP's six-subject rule no longer applies. A realistic SPM timeline for an IGCSE student

The age rule decides the earliest sitting. Being 16 on 1 January of the exam year means the year you turn 17, the same year as Form 5. For most international school students that lands during A Level, IB or foundation, a few months to a year after IGCSE. Results arrive the following year: SPM 2025 results came out on 31 March 2026.[22] Here is the sequence for a student born in 2010, with the 2026 cycle standing in wherever the 2027 dates are not out yet.

Two things catch families out. Registration closes in April, months before the exam, so deciding in September is too late for that year's SPM. And SPM Bahasa Melayu covers essays, a summary, grammar and set literature, all in formal Malay, alongside Sejarah's 20 KSSM chapters. We suggest starting at least a year ahead. Frequently asked questions

Do international school students have to sit SPM BM and Sejarah?

Not under any rule published as of 7 October 2026. The Prime Minister said in January 2026 that they must, but the Ministry of Education's position is that Malaysian students in international schools must study Bahasa Melayu and Sejarah, and sitting SPM is optional. They still need SPM to enter a public university through UPU.

Is IGCSE enough to enter a public university in Malaysia?

Not on its own. UPU's 2026/27 rules ask A Level, IB and AUSMAT applicants for an SPM credit in Bahasa Melayu and a pass in Sejarah, as well as their pre-university results and MUET Band 1.0 (or IELTS, TOEFL, PTE, Cambridge English or ELS for those routes). An IGCSE Malay grade does not replace the SPM credit.

Can I sit only Bahasa Melayu and Sejarah in SPM?

Not the first time. Lembaga Peperiksaan requires first-time candidates to register six core subjects: Bahasa Melayu, Bahasa Inggeris, Pendidikan Islam or Pendidikan Moral, Sejarah, Matematik and Sains. MOE said in January 2026 that it would study a two-subject option, but nothing had been announced by 7 October 2026. After one sitting, you can take SPM Ulangan in July for Bahasa Melayu, Sejarah or Matematik.

How much does it cost to sit SPM as a private candidate?

At 2026 rates, RM94.50 for the six core subjects with Pendidikan Moral, or RM96.00 with Pendidikan Islam, including the RM20.00 basic fee. Each extra subject costs RM10.50 or RM12.00, and late registration adds RM150.00. Fees are paid online by FPX and are not refunded if you cancel.

When is SPM private candidate registration for 2027?

Lembaga Peperiksaan had not announced it by 7 October 2026. In 2026, registration ran on sppat.moe.gov.my from 1 March to 30 April, with late registration from 1 to 15 May for an extra RM150.00.

How old must I be to sit SPM as a private candidate?

A first-time private candidate must be at least 16 on 1 January of the exam year, so a student born in 2010 can first sit SPM in 2027. Repeat candidates have no age limit.

What is the difference between SPM and SPM Ulangan?

SPM is the full exam, held from late October to December. SPM Ulangan (SPMU) is held in July, offers only Bahasa Melayu, Sejarah and Matematik, and is open only to people who have sat SPM before. UPU accepts a Bahasa Melayu credit from either.

Do I need SPM Bahasa Melayu for a government job?

Which scholarships accept IGCSE instead of SPM?

Khazanah Global accepted at least 8As in IGCSE in its 2026 round. JPA's national scholarship, PETRONAS's award for SPM leavers and Bank Negara's pre-university scholarship ask for SPM results, and JPA accepts private candidates sitting SPM for the first time.

Can I sit SPM through my international school?

Only if your school registers candidates. A private school registered with the Ministry of Education can enter its students as school candidates, at the same fees as private candidates. Otherwise, you register yourself as a private candidate on SPPAT and sit the papers at the exam centre you are given.

Mifzal Salihin founded Afterkelas in 2020. He scored 9A+ in SPM, earned a 4.00 CGPA in the Foundation in Life Sciences and graduated from Universiti Malaya with First Class Honours in Mechanical Engineering and the Professor Gray Gold Medal. He was named Tokoh Siswa Kebangsaan 2022 and went on to an MSc in Sustainable Energy Futures at Imperial College London.
